New Degree Program Forms

Effective in fall 2018, the school dean must submit the UT Dallas preliminary program notification request to the provost with a rationale before faculty begins preparing the new degree proposal at the baccalaureate, master’s, and doctoral levels irrespective of faculty hiring needs. Effective June 1, 2023, the Texas Higher Education Coordinating Board (THECB) requires a planning notification form to be submitted for all proposed degree programs. To serve both purposes, the Office of Institutional Success and Decision Support (OISDS) created the planning notification form to align with the THECB’s internal/online form for the school and/or program faculty to submit the planning notification request form for all new degree proposals. When the planning notification request form is submitted to the provost, a meeting will be scheduled between the school dean and the provost to discuss the new degree proposal. Upon the provost’s approval, OISDS staff will submit the planning notification to THECB and upon receipt, THECB will send the institution the Labor Market Insights (LMI) for the proposed program. OISDS will then notify the school and/or program faculty to download and complete the degree program proposal.

Although the OISDS associate vice president for institutional success and decision support (AVPISDS) will assist faculty with the budget section, faculty should be able to determine the appropriate funding codes associated with disciplines at different levels as found in the Formula Funding Codes and Rates matrix for FY2024 and FY2025. OISDS has also provided the Formula Funding Coefficients Redlined Copy to indicate the changes in rates from FY2022 and FY2023 to FY2024 and FY2025. The FY2024, FY2025 rate is $56.27 (an increase from the previous rate of $55.26). Approval Process

Internal Review

  1. The school dean completes and submits the UT Dallas Planning Notification request form to the provost; then they will schedule a meeting to discuss the new doctoral proposal before proceeding.
  2. Program and/or school faculty may schedule a consultation with Dr. Serenity Rose King, associate vice president for institutional success and decision support (AVPISDS), to expedite the planning notification and degree review processes. Dr. King can be reached by email or by telephone, 972.883.6749.
  3. Upon the provost’s agreement, the Office of Institutional Success and Decision Support (OISDS) will submit the requested planning notification via the THECB portal.
  4. Upon receipt of the planning notification, THECB will send the Labor Market Information (LMI); the AVPISDS will notify the program and/or school faculty.
  5. Institution must wait a full year before completing the full doctoral proposal.
  6. Program or school faculty prepare and complete the doctoral program proposal form and THECB Enrollment & Budget Spreadsheet
    1. NOTE: If the proposed doctoral program is self-supporting, check the funding on the form and make references in THECB Enrollment & Budget Spreadsheet that the program is self-supporting and identify the funding model (e.g., cohort or executive education).
  7. Evidence of vote/approval by program and/or school faculty[1]
  8. Endorsement from the school dean
  9. Program or school faculty submit the completed doctoral program proposal form and any other appropriate paperwork as needed to Dr. King, by email; she will review and route the request through the governance approval process.

  13. Upon Academic Senate approval, OISDS will prepare paperwork to secure appropriate signatures from the president and the vice president of budget and finance and, as needed, the provost.
  14. OISDS submits paperwork for external review and approval.

NOTE: Due to the requirement of waiting one full year before the doctoral or professional program can be submitted, it will now take another year or more for approval process to be completed.

    1. If your school/program uses existing courses that are less than 50% of new content and also use existing faculty and resources, use this form: THECB Bachelor’s or Master’s Form for Less than 50% New Content.
    2. If your school/program will add new courses containing or more than 50% new content, use this form: THECB Bachelor’s or Master’s Form for More than 50% New Content. Also, complete and submit the THECB Enrollment & Budget Spreadsheet.
    3. NOTE: If the proposed program is self-supporting, check the funding model on the appropriate form as indicated, make references in the THECB Enrollment & Budget Spreadsheet that the program is self-supporting and identify the funding model (e.g., cohort or executive education).
